For 2 would it help to just edit an existing menu or create a custom-made one 
(or few)?

For 1 would Gimp be a better tool for this sort of work?  I'm not sure that 
Draw is really meant to be an alternative to Photoshop.  Gimp handles layers 
quite well

icon in the toolbar until the left most icon is clicked.
