You have been subscribed to a public bug: Currently, the Ubuntu fonts are hinted to look almost good on Windows 95. This specifically means that stems are snapped to full pixels on both axes so that they mostly render cleanly in monochrome mode. This is especially visible if you look at a waterfall rendering of the font.
This sadly foregoes the increased (perceived) resolution you have in ClearType/DirectWrite for a smoother display of the font with less distorted shapes.
