Ubuntu font. Lingala has over 10 million speakers, including over 5

Based on info in bug 671503 and bug 670758, the missing characters are:
* U+0254 ɔ and its capital U+0186 Ɔ
* U+025B ɛ (its capital, U+0190 Ɛ, is already present)
* U+0301 ́ (combining acute accent).
