For the error
parser error : Entity 'GNU-FDL' not defined
&GNU-FDL;
you need to substitute the entity references with their value. In this
case, with the individual files.
You can use
$ xmllint --noent myfile.xml > single-file.xml
Make sure the file is valid.
You may have to edit the start of the document and remove the entity
reference definitions.
