IMO this doc is a good idea in principle but it's premature for WG adoption.
It seems too gTLD- and EPP- centric. Which seems fair enough if ICANN is the target. However gTLDs are not the only players. I think the I-D needs to take account of the concerns/issues of ccTLDs and the RIRs. Could the authors engage with those sectors and get their comments? The I-D should have a paragraph or so documenting each use case/requirement. At present it just jumps into the answer(s) without explaining the question(s).
