Having said that, I still think that the response to the first question for the SUDN registry is wrong because RFC 6761 is inherently wrong about what users may/should/must know. DNS users cannot be expected to know anything about particular names, and saying that they "SHOULD" is absurd. Have you ever met typical DNS users? Thus, a better answer to the first question is: 1. Users are free to use .internal names as they would any other domain names that do not exist.
