My rule of thumb is that the initiator's service provider bears the cost
of any interop problems whether they want to or not, regardless of whether
they deserve to.

So for the DNS that's the recursive server. For email, outgoing MTAs have
to deal with the interop fallout from anti-spam checks. For the web,
browsers ditched xhtml because it made interop harder.
