I think this addition is needed, I myself do think ARC did succeed and
it DOES SOLVE problem, especially for the unmodified forwading case
(not mailing lists, but when someone just decideds to forward their
@ieee.org, @iki.fi etc address their actual mailbox).

In that case the authorization is already done by the user when he/she
sets the forwarding, and he/she can configure the same authorization
in his/her actual mailbox.
