People better plugged into the DMARC ecosystem than I am tell me that in fact the private arrangements are not common and the ones that exist are not expanding, and that all of the major mail systems say they do not send failure reports and never will. That latter comment is consistent with what I see in my archive of failure reports that goes back to 2012. Failure reporting was an interesting experiment, and now we know the outcome: it turned out not to be useful. It's slightly unfortunate that we wasted effort on what turned out to be a dead end, but engineering is like that. You often can't predict how things will turn out.
