You have not unpacked the Django archive. You need to run:
$ tar xf Django-1.1.1.tar
It will create a subdirectory (named "Django-1.1.1" probably), then
you need to move to that subdirectory
$ cd Django-1.1.1
and then run the
$ python setup.py install
