#36375: Template rendering error for user model on admin interface

When I attempt to add a new user via the admin interface, I get a
TemplateDoesNotExist error.
Steps to recreate:
1. Start the application locally on port 8000
2. Login with superuser credentials
3. Visit the admin URL
4. Click Users under Authentication and Authorization
5. Click the Add User icon on the right side of the screen
I do not have any customizations on the admin interface for the User
model.
