The problem originally reported in this ticket was a regression introduced
in #28912 [https://github.com/django/django/pull/9454 PR #9454].
I've added a new patch [https://github.com/django/django/pull/18325 PR
#18325] which addresses that specific regression. (Without attempting to
add some of the other enhancements and email RFC enforcement contemplated
by other discussion here.)
