#35048: Drop support for Proj 5.x

Proj 5.x was released in March-2018. By the time Django 5.1 is released
5.x will be more than 5 years old, therefore remove support for this
version.
This will mean Proj 6.x will become the lowest supported version with the
6.0.0 release in February-2019 with the final release in that series
(6.3.2) being in May-2020. Django 5.1 should therefore continue to support
the 6.x series.
