My vote would be +1 for dropping support for 11.2 after Django 1.11
since it would fit quite nicely on schedule of Oracle extended support.
What comes to those listed issues I think they should work on all
supported versions (it's still ~3 years until 11.2 is decommissioned).
SRIDs are something that may cause troubles but that's more like a thing
that Oracle GeoDjango user should know what to use and how to handle it
so I wouldn't worry too much about them.
