These are nuances, and nuances are better conveyed by comments in English than by states. If you look at tickets closed "wontfix", many also have a comment along the lines of "if you disagree please explain X and Y on the mailing-list". Using a state instead of a full sentence would be less helpful. One-off contributors won't peruse the contributing guide to figure out what the state precisely means and what the next step is. Having less states forces everyone to write complete comments, and I believe that's a good thing, even though it takes me a lot of time.
