I don't know the exact reason but its missing a few things. There are no tests or documentation and these are both required. Reading through the comments there doesn't seem to be a final decision on the colours and the latest patch allows for customisation of this but I don't think that YAS (Yet Another Setting) will be a popular move. Brining it up here might just be enough to get a designers eye on it for that part at least.
