I can't comment on the other people's work with i18n, but I've been doing updates the Hebrew translations for the past couple of releases. I'm not sure what perspective people have, but as a developer doing translations, needing to load up the CLI to make/compile messages doesn't bother me, I'm going to need my CLI for doing the final diff anyway. IMO if you need a full web translation system you should be looking at something like Transifex[0], which is clearly out of scope for Django itself.
