Your best bet would be to monitor changesets using the Timeline:

You can also get the timeline as an RSS feed if that is more your
thing. It's pretty high volume (especially during the sprint of the
last week), but its the single canonical source of all changes that
have happened to the SVN repository (plus wiki and ticket changes).

It is also worthwhile monitoring the django-developers mailing list -
this should give you a little advance warning of any big changes that
are about to happen.
