Hrm, I think you are trying to simplify a less common task while
complicating the more common one. It seems more useful to set up
documentation for this case in "Solving specific problems". The more
simple the default project/app layout is, the better it is for people
just picking up Django, and the more Django gets a reputation as
elegant.
Splitting a file into two is not really complicating things much. It lays out a "django way" instead of letting developers invent their own conventions. But yes adding this information to documentation may be enough too.
