This mostly just proposes to harmonize our documentation of kernel ABI
stability with what we are already doing in user land. It should be completely
non-controversial.

Basically it proposes eradicate the whole INTERFACE LEVEL description from
kernel man pages (who cares whether something is generic SYSV DDI/DDK or
specific to illumos anymore?). Information relating to stability (is it
obsolete or evolving, etc.) that is currently sometimes documented there would
be moved to the INTERFACE STABILITY section. Further the ARCHITECTURE
information from the Attributes table should be moved into an ARCHITECTURE
section, and the Attributes table should itself be simply retired.

This is really just about changing how we document the kernel API, and does not
change that API in any way.
