Yes, the idea behind the nominal participation fee in Orvieto (at the OOoCon, actually) was to limit fake registrations. While we were rather flexible about it (in some cases transferring money would have cost more than this symbolic fee), it helped in having accurate participants figures.

But I wouldn't mix the two problems, i.e., avoiding that people register for a conference and then, without notice, don't show up and avoiding that random people have a say in deciding where the conference is held.
