I just was privately contacted by a third proponent. They tell that due to internet connectivity issues during the weekend, they were not able to retrieve the CfL, and thus not be able to create a proposal in time.

Their question is, whether they can work on it today and send it in.

My *personal* opinion is that it would be unfair to others to extend the deadline, so I would propose them to send in for 2013 instead. Everyone had a fair chance and the deadline was well known - but I'd like to hear your thoughts on that.
