No, I do not have this behaviour and it works for me: copying, linking, moving are indicated by the cursor icon and react to key modifiers. Note that "move" is the default (green arrow). Copy and Link have dedicated modifiers and actions. There are some glitches in determining a move on mounted systems (while e.g. on windows C: and D: are easily identified as separate and requiring a copy), but this affects only the default expected action compared to mac and win.

I extra "fixed" this in February and is included in latest release 1.1.0 - however you need up-to-date gui too for it to work well. Furthermore, you might have to tweak modifiers on certain keyboards (e.g. if you have Alt Gr, you do not have proper Left-Alt and Right-Alt which is the default US mapping). You can do that in SystemPreferences. You might also want to check that your window manager doesn't "eat" certain modifiers. E.g. windowmaker might have assigned a modifier to alt-drag windows. In that case, instead of file action you see the window move.
