Makes sense — a test that skips in CI is a list, not coverage, and the enumeration would have needed maintaining for backends it never exercises. Narrowed to llvm and c (the two host paths the #20131 regression can recur on), following test_codegen_loop_step. Device-specific lowering left to the corresponding codegen tests, as you suggest.
