Closing this for now. The coordination gap is real, but I'd rather attach a clean, reproducible 2-node cold-start trace before asking for an upstream change, and I don't have one in shareable form yet. The caller-side mitigation (a node-local build/cache directory) covers the practical case in the meantime. I'll refile with a proper reproduction.
