Yes, you generally want to make sure ssh works before using tb-sync-vss. Unfortunately I'm on vacation until Sunday, so I don't have access to a Windows machine until then.
But, setting it up is generally the same as on unix: make sure the user exists, and set up the keys. I'll be able to help with specific questions on Sunday. -- Eric.
