After a community grows to a certain size, having dictatorial control is 
necessary in order to prevent chaos.
I've always preferred Usenet, but discussions have moved towards mailing 
lists, to allow for greater moderation.
This worked for a while, but site-owners want to control discussion 
further. This has encourages the use of forums, where every 
display/click/expression is controlled by the site owner.

This leads to less control for the user (no killfiles, etc), but better 
community management. When combined with the propensity for new users to 
think that the internet IS the web, it helps to explain why people use 
forums more than mailing lists.

The newest trend however, is a public/subscribe model akin to 
facebook/twitter, wherein individuals maintain control of their own 
postings, and who they want to read, but community is managed by now 
subscribing to people who you aren't interested in receiving. Trolls and 
spam are instantly eliminated, but it becomes difficult for a new member 
of the community to become heard. I think this is the right model for 
on-freenet discussions ;)
