Even that's not quite true: Freenet would function correctly even if
each node could only reply to neighboring nodes that sent it messages;
it need not reach arbitrary nodes anywhere on the net.  As currently
implemented, we allow spoofing in the "Source" field, but this isn't
really necessary.
