Some Mac users probably will stick with 10.14 Mojave for years, since it's the last version to support 32-bit apps. Even if Apple doesn't update it, it will have some lingering share, e.g. to run Adobe apps from the desktop rather than Creative Cloud.
On top of that, the last couple of MacOS updates have been rather buggy. There's often good reasons to stick with an older OS that's stable. Thanks, Casey McD
