Hi all

You all might have noticed the problems we're facing with the CI not able to
produce workitems.
The culprit is most likely a buggy lru_cache in Python. We've tried a few
work-arounds, but as you've seen none of them have really made a difference.

The buggy lru_cache came with a new version of Python that came with the distro
upgrade we did for the CI server.

Without a proper fix in sight, it looks like we just have to disable the usage
of caches in the code, which will bring some performance hit on the builds. But
they should at least start working then.

We apologize for the inconvenience this causes
-Tony
