The previous guideline doesn't seem to be on

 http://qt-project.org/wiki/Creating-a-new-module-or-tool-for-Qt

Can you point to the previous guideline?

I have a memory that decisions need to be recorded in the wiki.

Regardless, getting from an unspecific guideline which may have been discussed
3 years ago and which predates every Qt 5 release to actually doing it
requires discussion on how to make it work. That discussion was definitely
absent.

Thanks,
