The pickiness is actually from pkgfmt which the build uses to verify that
the manifests follow the rules. You can think of it as a "style check".
(Amusingly enough, there are at least two slightly different style versions
-- illumos env files hardcode v1:
export PKGFMT_OUTPUT='v1'
