moxie: Update to dtc 1.6.0

The rtems/config/5 bsp and other pieces need to be moved over to 6 and
this tree removed. I do not think we should be maintaining 5 on the
master branch. I will try and get to this soon.
Ok, this was a bit sloppy from my side. I already added RTEMS 6 and 7
tools. So, the RTEMS 5 tools can be removed from the master from my
point of view.
