There are always more good students and proposals than slots.

We have had a few students in the past that did not get accepted one
time and came back again successfully in the future. Some of them
might even still be around to give you some advice.

In your case, the main concern was lack of engagement during the
proposal development stage. The proposal itself was not in a strong
shape when submitted. Although you did some great work to try to
continue improving it, we have to make our decisions primarily on the
final proposal.
