I don't think that's a good idea since it's possible that a commit could break every BSP and then we'll get 1 email per BSP as they each fail. I think it's okay if the developer breaking the build gets those emails. One option is to simply turn the email filtering off and everyone gets an email if their name is in the 'responsible users' list for that commit. Usually the author(s) and committer.
