This is an interesting question. The documentation uses the term
"RTEMS Kernel" -- I don't consider the networking stack part of "the
kernel" (whatever kernel means for us). Especially this is true if we
refactor the network stack out of tree.

Perhaps the configure line that must build should be specified in the
description of the tiers?

Perhaps there is another tier required that is related to building
optional modules?
