Xilinx has confirmed there is a change of license in 2018.3 in the latest
versions of the code. Please use this.

I would like to publicly thank Xilinx and the people we have worked with for
this change and for supporting open source as they do. This makes publicly
integrating Xilinx part simpler and cleaner.
