An update to Binutils 2.31.1 is fine. It is already on my todo list, since

No, I will move to GCC 9. Some patches are not back ported to GCC 8. It seems 
RISC-V is still work in progress.
I see #3452 is on the 5.1 milestone. Does this mean the move is intended for 
5.1?

The only backport to GCC 8 in gcc/config/riscv is the RTEMS multilib change. The RISC-V tools are still a moving target.
