I've tried this approach. The cortex-a15 manual states:

"CPU ID    
Indicates the processor number in a Cortex-A15 multiprocessor system. For:
one processor, the CPU ID is 0x0 [1]."

In the Jailhouse single processor configuration this method does not work.

Why does it not work?

If you have a single processor, then why do you need this anyway?
