Hi RTEMS has a template in Google Docs for proposals. It has permissions set such that anyone can access it and make a COPY to use as the starting point for their own proposal.
You do NOT need write access to the proposal. You will need to share the proposal with RTEMS mentors, developers, and users on an individual basis so we all can provide feedback and suggestions. The set of people will vary based on the proposal topic. Thanks. --joel
