I update the smpstrongapa01 test to use table driven test actions to
carry out test cases:

This should be enough to thoroughly test this scheduler. You can run the
test via:
qemu-system-arm -no-reboot -net none -nographic -M realview-pbx-a9 -m
256M -smp 4 -icount 8 -kernel smpstrongapa01.exe
Please update the ticket

* the data structures, e.g. per thread Scheduler_strong_APA_Node and per
scheduler instance Scheduler_strong_APA_Context,
* the algorithms to block and unblock a thread, and
