If you are build RTEMS multiple times, then you should just build it by hand. The tools themselves news to get built much less frequently.
Why do you need to build RTEMS so much is my question. I think you should not and install RTEMS and then focus on Rock. You should only need to rebuild RTEMS if adding or changing something for Rock to work.
