I think master should be updated.
It seems 1.15 has the problem as well so there is no point
updating. The sooner this stuff goes away the better.

This is Perl getting pickier. If it is an error, I don't see that we
have much choice but to
patch.
This is only an issue for development. A 4.11.0 release is bootstrapped
so do we need to be concerned?
