the GSoC getting started guide on our Trac wiki, first you may want to
follow it exactly to build the sparc/sis, and then switch the
architecture with i386 and the bsp with pc386.
And it looks like you are installing Debian packages. There have never
been officially released binaries in .deb format.
Now the project has moved to having people use the RTEMS Source Builder
(https://git.rtems.org/rtems-source-builder/) to build the tools from
source. This makes it possible to support a much wider variety of
host operating systems and versions.
The GSOC Getting Started has good instructions.
