Upload your official proposal to Google Melange. I would expect the multicore aspect to be mostly research, and any implementations for multicore are bonus. You could also consider implementing something like plist as a future improvement, if it makes sense to offer.
Since this bug affects previous versions of RTEMS, you might like to consider a back-port to 4.10 (and, 4.11, if we will release it before GSoC which I anticipate). Deliverables should be specific software that you will submit to RTEMS for inclusion.
