BACKPORT from devel (rev #2870):
- added support for newer versions of libxmlrpc-c3 (currently tested against
1.06.18 - 1.03.10 )
- support for autodetection of header path and libraries to compile against

We need this backport and 1.2.x branch no longer compile on all debian versions
