Somehow
dnf repoquery --provides gtk3-devel.x86_64
and
dnf repoquery --provides gtk3-devel.i686
should provides different pkgconfig(s) instead the same :
pkgconfig(gail-3.0) = 3.18.2
maybe pkgconfig(gail-3.0)(x86-64) and pkgconfig(gail-3.0)(x86-32)
