Follow-up:
I've tried to install first all its dependencies, than downloaded
it manually and tried to install it with 

dnf install path-to-jpilot.***.src --disablerepo=fedora

with the same error.

rpm -i *.src gives
warning: mockbuild user doesn't exists - using root user
warning: mockbuild group doesn't exists - using root user

I'm seriously out-of-date!
