Unfortunately, from what I got from the ARM support discussion, yes, it will
fail, no, there's no fallback C implementation for level 1 and 2 BLAS (the
basic and most commonly used functions), only for level 3. The ARM folks
started by writing some C code for level 1 and 2, but whether it is complete
(they also started writing some ARM assembly, of course) and whether they
will make it available as a generic fallback, I don't know. There was also
some talk about some assembly primitives being needed for thread-related
stuff.
So you should probably talk to the upstream developer working on the ARM
port about additional architecture support.
