This is ugly, I do not have an answer for F-20 (GDB PDFs build there fine),
just there is already an open Bug for LaTeX PDF build BuildRequires:

IIRC I got similar (the same?) error with local rpmbuild but not with Koji.
I had to delete some $HOME/.something directory to fix it.
